The International Energy Conservation Code adopted by the City of Colleyville requires the submittal of documentation at the time of building permit application (plan review requirement) confirming that the proposed structure complies with the minimum energy conservation requirements as published in the Texas Registry as follows:
ADOPTED RULES June 4, 2010 35 Texas Register 4727 19.53 Building Energy Efficiency Performance Standards.
(a) Single-family residential construction. Effective January 1, 2012 the energy efficiency provisions of the International Residential Code as they existed on May 1, 2009, are adopted as the energy code in this state for single-family residential construction as it is defined in Health and Safety Code, 388.002(12)
(b) All other residential, commercial, and industrial construction. Effective April 1, 2011, the International Energy Conservation Code as it existed on May 1, 2009 is adopted as the energy code for use in this state for all residential, commercial, and industrial construction that is not single-family residential construction under subsection (a) of this section.
Builders can download the necessary computer software from one of the websites below to perform their own energy calculations. Additions to residential buildings that will be heated and/or cooled must comply with the International Energy Conservation Code. For example, all new ductwork to an addition from an existing heating system must be insulated and sealed in accordance with the code. Additions that are not heated and/or cooled such as an unconditioned garage, need not comply.
Contractors must contract with a certified third-party inspection company, list available here, for the required Energy Code inspections. A certificate of compliance must be forwarded to the Building Inspection Department prior to Building Final Inspection.
