Candidates in the Workforce Development Program receive individual training and personal development plans. The program also encompasses trusted training tools, such as on-the-job-coaching, inclusion in executive meetings, mentoring, and job shadowing. The important issues of compensation and employee retention are also addressed. The city has restructured its pay plan to effectively respond to fluctuations in comparable salaries and an ever-changing workforce. In a calculated move from standard governmental practice, promotions and raises are performance based—affording outstanding employees an opportunity to reap the greatest rewards. At its simplest level, workforce development and succession planning is about identifying critical positions and future vacancies, and preparing existing staff members to smoothly transition into more responsible positions.
