Ordinance protects big-hearted residents
Colleyville, TexasColleyville residents and community groups have shown tremendous generosity to the storm survivors from hurricane Katrina. Groups asking for cash donations abound as everyone seeks to help. Officials in Colleyville want to ensure that those donations reach the intended recipients. The city’s ordinance concerning peddlers and solicitors was designed to ensure the integrity of those seeking donations and to protect the citizens and businesses within the city.

“This is such a tremendous cause and everyone wants to reach out to make a difference.  However, we want to ensure that in their eagerness to help, they don’t fall victim to a few unscrupulous people looking to take advantage,” said Chief of Police Tommy Ingram.

According to the ordinance, anyone soliciting for cash donations within Colleyville city limits must obtain a permit from the police department. The application requires the name, address and phone number of the person or organization seeking a permit, as well as the group’s headquarter address. There is a $100 non-refundable application fee; and, groups must post a $10,000 surety bond. The police department typically issues a permit by the next business day.

Groups seeking donations should have a permit with them. At no time are solicitors allowed in city streets where they might pose a threat to public safety. Groups can only solicit on private property and must secure permission from the owner.
