Capital Improvement Program FAQ
A capital improvement program is a blueprint for planning a community's capital expenditures and is one of the most important responsibilities of local government. It coordinates community planning, financial capacity and physical development.

The proposed Colleyville Capital Improvement Program (CIP) has been developed by a citizen committee, in conjunction with city staff. The committee has provided recommendations in the CIP Committee Report for addressing street repairs and infrastructure maintenance.

How does the city choose which roads to pave?
Engineers and public works staff look for certain conditions on the road surface before deciding the appropriate repairs or reconstruction, as well as scheduling. Loss of aggregate, certain types of cracking and other signs of stress are good indicators of what is going on beneath the pavement, as well as the surface condition.  We consider each road’s condition, prior maintenance history, and traffic loads to evaluate the most cost-effective treatment.

What are the advantages of a capital improvement program?
· Facilitates coordination between capital needs and operating budgets.

· Enhances the community's credit rating, control of its tax rate, and avoids sudden
  changes in its debt service requirements.

· Identifies the most economical means of financing capital projects.

· Increases opportunities for obtaining federal, state, and county funds.

· Focuses attention on community objectives and fiscal capacity.

· Keeps the public informed about future needs and projects.

· Coordinates the activities of neighboring and overlapping units of local government
  to reduce duplication.

· Encourages careful project planning and design to avoid costly mistakes and to
  help a community reach desired goals.
