Street Condition Ratings
The condition of Colleyville streets and roadways is inventoried and visually inspected annually to provide a tool to make objective decisions relative to optimizing street rehabilitation funds. The ongoing care and upkeep of municipal streets generally involves two levels of activity. The first is routine or annual maintenance, which is normally covered by the yearly transportation operating budget. The second is referred to as “street rehabilitation” and usually involves an extensive treatment to the entire street surface and, due to cost implications, is usually funded by annual capital expenditures.

The street rating criteria for the city of Colleyville is as follows:

Rating:  A    
Street has been recently constructed and the existing pavement surface shows no sign of deterioration or sub-grade failures. No maintenance activity is necessary.

Rating:  B   
Street has aged to a point that initial maintenance activity is required and some cracking exists, requiring routine sealing. Existing joints are sealed as necessary.

Rating:  C    
Street is experiencing minor base failures and surface cracking. Crack sealing is necessary in both concrete and asphalt streets. Repair of existing surface and base failures is necessary. A seal coat or thin asphalt overlay is necessary for extending service life in asphalt pavement.

Rating:  D  
Random base and sub-grade failures are evident in both concrete and asphalt streets. The existing roadway has extensive surface patches due to weather main breaks, franchise utility repair of existing facilities and prior construction improvements. Random drainage issues are identified, including surface ponding, inadequate street grades or damage to existing drainage facilities. Repair of existing surface failures and placement of an asphalt level up and overlay over concrete and asphalt streets is necessary to extend service life of the street.

Rating :F   
Existing concrete and asphalt pavements experience extensive base and sub-grade failures throughout the length of the roadway. Street can no longer maintain proper drainage due to pavement heaving or failure. Existing underground utilities have deteriorated to the point that replacement is required to maintain service life. Total street reconstruction is necessary.
