Mr. Kelly S. Howell

Kelly Howell has worked with local governments for the past 30 years, serving in various capacities in the Public Works Department.  Previously, he worked for the city of Southlake in the water department.  In 1978, he came to the Colleyville Public Works Department, starting in utility operations. Within the Utility Operations Department, he began in a maintenance position before being promoted to crew leader, supervisor, and finally superintendent.  As supervisor and superintendent, he worked closely with the director of public works and operated as the assistant director for several years.  In 2002, he was promoted to operations manager, where he oversees the day-to-day maintenance and repair of the city’s water distribution, wastewater collection and storm water systems, and of the streets and vehicle maintenance facility.
