Board, Commission and Committee Summary
CAPITAL IMPROVEMENT ADVISORY COMMITTEE
Meets on an as-needed basis
The Capital Improvement Advisory Committee acts in an advisory capacity to the City Council in the development of water, wastewater and roadway impact fees, according to the required Chapter 395 of the Texas Local Government Code. The Committee is comprised of the same members as the Planning and Zoning Commission with at least one real estate representative.

CELEBRATE COLLEYVILLE STEERING COMMITTEE
Meets the last Wednesday of each month
The Celebrate Colleyville Steering Committee reviews and makes recommendations to the City Council on the schedule, structure, venue(s), budget and long-range planning of the Celebrate Colleyville event. The Committee is comprised of eleven members serving two-year terms.
 
COLLEYVILLE CENTER ADVISORY COMMITTEE
Meets quarterly
The Colleyville Center Advisory Committee shall have the responsibility to review and make recommendations to the City Council on policies, procedures and fee structure, develops long-range plans for the use and marketing of the Center, and provides to the city council a written report of the Committee’s activities and future plans on an annual basis. The Committee consists of fourteen members serving two-year terms.

COLLEYVILLE ECONOMIC DEVELOPMENT CORPORATION BOARD

Meets annually on the fourth Tuesday in August
The Economic Development Corporation Board shall develop a combined Economic Development Capital Improvement Program (the “EDCIP”), including maintenance and operating costs thereof, for the city which shall include and set forth short- and long-term goals. Such plan shall be approved by the city council. The EDCIP developed by the Board shall be one that addresses development needs of the city within the financial constraints of revenues available to the Corporation. Members serve two-year terms.

COLLEYVILLE TRAILS AND SIDEWALKS COMMITTEE
Meets quarterly
The Colleyville Trails and Sidewalks Committee makes recommendations to the City Council regarding a proposed priority spending plan for the allocation of funds for sidewalk and trail construction.  The Committee consists of seven members.

HISTORICAL PRESERVATION COMMITTEE
Meets the second Tuesday of each month
The Historical Preservation Committee acts in an advisory capacity to the City Council in all matters pertaining to historical preservation, including developing and recommending a plan to identify, collect, and preserve information, artifacts, and sites relevant to Colleyville’s history; recommending permanent and publicly accessible locations for the display of such historical materials; and recommending ways in which the city can make the public aware of the people, places, and events that represent the history of Colleyville. The Committee consists of ten members serving two-year terms.

COLLEYVILLE LIBRARY BOARD
Meets the second Monday of each month at 7:00 p.m.
The Colleyville Library Board acts as an advisory board to the City Council relating to all manner of library planning and programming, including development of long-range capital improvement programs. The Board will recommend policies for library services and review the annual operating budget. The Board consists of nine members, seven regular members and two alternates serving two-year terms, and five ex-officio members serving a one-year term.

PARK LAND DEDICATION COMMITTEE
Meets on an as-needed basis
The Park Land Dedication Committee shall review proposed dedications of park land and make recommendations to the Planning and Zoning Commission and the city council. The Committee also reviews the Parks and Recreation Master Plan every three years and makes recommendations for modifications or alterations. The Committee consists of four members, two from the Planning and Zoning Commission and two from the Parks and Recreation Advisory Board, with terms coinciding with their respective terms on the above-mentioned boards.

PARKS AND RECREATION ADVISORY BOARD
Meets the first Monday each month at 6:00 p.m.
The Park and Recreation Advisory Board shall act in an advisory capacity to the City Council and staff on all matters pertaining to Parks and Recreation and coordinate with other governmental agencies, civic groups and all citizens of Colleyville in advancement of sound Parks and Recreation planning and programming. The Board consists of eight members serving two-year terms.

PLANNING AND ZONING COMMISSION
Meets the second and fourth Monday of each month at 7:00 p.m.
The Planning and Zoning Commission approves plans for subdivisions and makes recommendations to the City Council on the rezoning of land and on amendments to the city’s development regulations. The Commission consists of seven members serving two-year terms.

SENIOR CENTER ADVISORY COMMITTEE
Meets on the third Thursday of each month at 1:00 p.m.
The Senior Center Advisory Committee was established to act in an advisory capacity to the City Council and the Parks and Recreation Director in all matters pertaining to the delivery of senior services to the citizens of Colleyville.  The Committee consists of seven members.

SIGN BOARD OF APPEALS
Meets on an as-needed basis
The Sign Board of Appeals shall consist of the same members and officers as the Zoning Board of Adjustment. The Sign Board of Appeals shall have the authority to hear and decide on requests for a variance from the requirements contained in Chapter 7 – Sign Regulations of the Land Development Code. The Board shall also have the authority to hear and decide an appeal of an administrative decision on a regulation contained in Chapter 7 – Sign Regulations of the Land Development Code.

SH26 ADVISORY COMMITTEE
Meets every two months at 7:30 p.m.
The SH26 Advisory Committee serves in an advisory role to City Council, TxDOT, and Teague, Nall and Perkins for the design and construction of planned improvements to SH26 and to promote public awareness of the need and the benefits of the SH26 Improvement Project. The Committee is comprised of eleven members serving two-year terms.
 
TAX INCREMENT FINANCE DISTRICT BOARD
Meets annually in July and as needed
The purpose of the Tax Increment Finance District is to promote economic development and to attract new commercial enterprises to the area. The Board consists of four councilmembers, one citizen, and a member of each of the following taxing units, which levies taxes on real property in the zone: GCISD, Tarrant County, Tarrant County Community College, and Tarrant County Hospital District. The members serve two- year terms.

TEEN COURT
Meets quarterly
The Teen Court Advisory Board oversees the operation of the Teen Court Program. The Board consists of representatives from Colleyville, Grapevine and Southlake. The City appoints two members to the Board each year.

TRAFFIC SAFETY ADVISORY COMMITTEE
Meets quarterly, or as needed
The Traffic Safety Advisory Committee acts in an advisory capacity to the City Council and makes recommendations regarding traffic safety based on reports from consultants and city staff and suggestions from the general public. The Committee consists of five members serving two-year terms.

COLLEYVILLE TREE BOARD
Meets quarterly
The Colleyville Tree Board serves in an advisory role to City Council and the Parks and Recreation Advisory Committee in the planting, maintenance and preservation of trees in the community. The Committee is comprised of three members of the Parks and Recreation Advisory Board and three members of Keep Colleyville Beautiful, serving three-year terms.

ZONING BOARD OF ADJUSTMENT
Meets the second Tuesday each month at 7:00 p.m. when a case is filed for consideration
The Zoning Board of Adjustment acts on requests for variances and special exceptions under the City’s Zoning Ordinance. The Board consists of five members and two alternates serving two-year terms.
