City Council and Other Public Meetings
City Council meetings are generally held on the first and third Tuesday of each month in the City Council Chambers, on the third floor of City Hall, 100 Main Street. 
The Pre Council and Executive Session (Executive Sessions are closed to the public) meetings begin at 5:30 p.m., followed by the regular meeting agenda of the City Council at 7:30 p.m.

Addressing the City Council

Citizens may address the City Council during a public hearing on an agenda item by completing a speaker card, which is available at the meeting or online, and presenting it to the City Secretary. There is also time allocated during each City Council meeting for citizens to informally address the Council on matters not on the agenda and requiring no formal action. To informally address the City Council or to speak concerning a specific agenda item, citizens should complete a speaker card and present it to the City Secretary when entering the Council Chamber. Councilmembers may not respond to citizens who speak regarding matters not on the agenda.

Citizen Presentations
Each citizen presentation will be limited to a maximum of five minutes. Delegations or groups are asked to select one spokesperson for the group to speak for a maximum of five minutes. This will eliminate comments that may be repetitive. When addressing the City Council, the presentation should be thorough, concise and complete. No additional information may be given following your presentation unless specific questions are asked by Councilmembers.

Each citizen appearing before the City Council will be recognized by the Mayor at the appropriate time.

After recognition, speakers should move to the podium and state their name and address for the public record. If the speaker is representing an organization or group, the group should be identified prior to the presentation.

All presentations and discussions should be directed to the City Council and all questions to the Mayor.

Any complaints and/or discussion about individual City Councilmembers, city staff, or other persons is out of order and will not be heard by the City Council at this time. Charges or complaints about specific individuals shall be presented in writing to the Mayor or City Manager, as appropriate. All complaints of this nature must be signed and dated by the individual filing the complaint.

No action can be taken on items that are not on the posted agenda; however, citizen presentations for non-agenda items will be heard.

When an item on the posted agenda is placed before the City Council for consideration, staff presentations will be heard first, followed by applicant presentations, and finally citizen presentations. The item will then go to the City Council for deliberation and action.  If necessary, the applicant will be asked to come forward for further discussion.

During the city staff presentations and City Council deliberations, there will be no citizen participation except to answer specific questions asked by Councilmembers.
